Learn English Software

i am a student in unoversity and i want to develop a software that translates from english language to amharic language(ethiopian national language) just to develop a dictionary.if some one need s to know the meaning of Coffee then he/she types that word then press the provided button ,it gives the meaing of that word in amharic .
so what shall i do ?
do i need tables that contain thousands of words?
and what programing language is better to do this? c,c++, vb,vb.net or what..?

so shall i be successful?

please i am not experieced programmer so it will be better if you give me good explanations and if possible source code examples.

i am familiar with vb.net and also i know some languages such as c,c++,and java. but since i am so familiar with vb and vb.net i want to develop that software using vb.net, so can i be successfull ?if possible, should i use tables that contains a lot of words? if so ,is there a way to reduce the number of pages that holds the words as much as possible?
